The purposes in any event strictly limited: to show something of the range and nature of problems in educational administration. It is a necessary reminder at this point, for in turning to look at ways in which fundamental problems show themselves in practice, the references to the problems themselves will become even briefer and more perfunctory. The same remains substantially true of the organization of secondary education even though there has been a declaration of government policy. The quota system introduced in 1956 was intended to arrest the uncontrolled drift of teachers to areas of the country which for social climatic and aesthetic reasons have a natural attraction for teachers. Teachers have to re-think continually the main purposes of the curriculum and to work out their response to the challenge it presents. Certainly the whole trend of curriculum development is away from the limited approach imposed by this kind of examination.
