ABSTRACT

This chapter concerns planning for health promotion in order to highlight some of the specific issues that need to be considered when improved health is the desired outcome from the planning process. It discusses the core parameters of program planning and, where useful, refers to established program planning models to highlight particular issues. The overall aim of program planning is to achieve a change in the health of the target group. The various program planning models commence with different analyses of how health is determined. Program planners at the local level need access to evaluation and research findings which can guide program/strategy selection and development. In developing program plans for health promotion, the issues of community capacity and program sustainability need to be built in from the outset. Whilst including reference to the promotion of maximum well-being, the focus on health danger identification, minimisation and prevention appeared to skew planning to the ‘old’ public health approach.
