ABSTRACT

The whole of the education service is our programme area; but we are in fact dealing with a range of separate if related programme categories, each of which may be subdivided intoelements. The structure may benefit from modification, however, particularly if some of the subcommittees are responsible for a wide range of work. A programme is not a collection of institutions; though the institutions may be the main means of achieving the programme's objectives. The aim is to produce a structure that seems to present the programme category in the most logical fashion so that eventually alternative ways of achieving objectives can be considered. The best kind of structure will emerge as a result of discussion and a good deal of trial and error. The complexities of programme structuring are, of course, reduced if the programme area is that of a school or college rather than a local education authority.
