ABSTRACT
Empirically designed research has afforded us a glimpse of who the hazardous waste criminal is, how he goes about committing his crimes, and how enforcement has fared in the struggle to limit his criminal activities. It would be naive, however, to believe that these characteristics would remain unchanged over time. Some important characteristics have already changed in the short time between the end of the initial four-state study and the follow-up close to three years later.
