ABSTRACT
Finance is the key to local government activity, and, indeed, to all forms of public administration. The system of municipal finance is somewhat involved throughout Great Britain but it is specially complicated in London, partly owing to the peculiar organisation of local authorities and partly because special arrangements have been introduced in the metropolis which do not exist elsewhere. I shall not attempt a comprehensive survey but merely deal with a few matters of outstanding importance.
