ABSTRACT

We should first of all note that the basic normative acts establishing the legal norms for foreign economic operations remain in force. Foremost among them is the 1977 USSR Constitution, which establishes that at the basis of foreign trade and other forms of foreign economic operations in the USSR lies the state monopoly (Article 73). 1 Aside from the Constitution, other such fundamental acts are the Principles of Civil Legislation of the USSR and the Union Republics of 1961 2 and the civil codes of the union republics, as well a number of other sources. 3
