ABSTRACT
The literature on leadership is like a gigantic labyrinth with multiple hidden recesses containing more or less coherent elements worthy of interest. The main problem in several of the major works which have contributed to establishing the leadership concept in political science during the 1970s, is over-ambitiousness or normative drift. In extremely personalized political systems there are many cases where leaders want to control everything including the demands of the most lowly assistant. The inter-personal character of leadership will be dealt with in relation to the development of mass society. Page announces an extraordinary programme: attention needs to be focused upon political leadership in relation to major fields such as political theory, national politics, comparative politics, and international relations. The purpose of work on leadership is directly subject to an ethical necessity linked to a type of regime regarded as ideal.
