ABSTRACT

The Greater Bay Area is the world’s most important center of high-technology. In addition, the Greater Bay Area has a foundation of other more traditional industries such as wine making, publishing and logistics distribution. If it is to remain competitive as a world center of high-technology design, engineering, and production, the Greater Bay Area must re-engineer its telecommunications infrastructure. Although the draconian state centralism which characterizes this almost homogeneous city-state is not appropriate for the Greater Bay Area, nevertheless, it is possible to use Singapore to appreciate some of the potential benefits of an intelligent telecommunications infrastructure policy. With the exponential increase of investment opportunities, ‘micro-managing’ investment decisions of telecommunications service providers are no longer feasible. Routine bureaucratic matters which for most citizens, frankly, are a nuisance, and are being made easier and simpler through the use of telecommunications to deliver access.
