ABSTRACT
Fujian would seem to serve its own perceived interests by pursuing links with 'Greater China' independently of Beijing. Starved of central government investment for three decades because of its location as the front-line in any potential conflict with Taiwan, Fujian is still suffering, indirectly, from Beijing's policies. It is Beijing's refusal to renounce the eventual use of force in the reunification of Taiwan that is cited by Taiwan as the reason for the failure to open the 'three links', of air, sea and mail links. Chinese submarine commanders reportedly continue to practise blockading manoeuvres, although it is debatable whether China's naval capacity is sufficient to make a blockade feasible against an increasingly well-equipped Taiwan. Fujian's exports were barely more than a third of those from the Shenzhen Economic Zone alone. To a greater extent than elsewhere in China, growth in Fujian has been led by foreign investment and private-sector investment.
