ABSTRACT

The practice of competitive tendering on a fixed-price basis for Ministry of Defence contracts has led to the need for a method of objectively comparing prospective Contractors’ bids. The comparison of the reliability aspects of differing proposals presents a special set of problems. A Reliability Questionnaire has been derived which can be used to assess the scope and adequacy of the Contractors’ tender proposals. The Reliability Questionnaire provides a highly structured and objective method for the quantitative evaluation of reliability management plans, procedures and engineering techniques as part of MOD’s continuing drive towards attaining cost-effective levels of reliability.
