The history of law can be made to lend plausibility to such a conjecture. It can be urged that in primitive and ancient times law and religion were virtually one; that, to the early Greeks, for instance, "law was nothing more than one phase of religion";*21 that, in terms of its social origins, law is a gift of the gods.
