ABSTRACT

This chapter examines the lessons for developing the theory and practices of the rescaling process of social welfare policies. It presents the main tendencies in territorial structures of governance at multiple levels as shaped by regulations from different centres of command and as a process of co-production between various actors of different status and authority. The chapter discusses the differences between the three policy areas related to their aims and background in the development of social welfare policies. It also examines how the various changes are implemented by street-level workers and how those implementations would affect the clients of social welfare policies. The vignette study proved to be an excellent instrument to examine possible effects of changing welfare policies. However, the increasing recognition of heterogeneity is not only a result of our perspective and methodology but also a result of changing social welfare policy and problems.
