ABSTRACT

Pursuant to the Joint Decree No. 991 of the CPSU Central Committee and the USSR Council of Ministers of 19 August 1986, the State Foreign Economic Commission came into being as a standing agency of the government of the USSR. In conformity with the Statute approved on 22 December 1986, the Ministry of Foreign Trade (MFT) is responsible, within the limits of its authority, for the development of foreign economic relations and ensuring their effectiveness, as well as for the most complete utilization of the potentialities offered by the international division of labor. The USSR State Committee for Foreign Economic Relations (SCFR) is an administrative agency whose functions fall in the area of the USSR’s economic and technological cooperation with foreign countries. The restructuring of the administration of the Soviet foreign economic complex also occasioned a review of the SCFR’s structure and functions.
