ABSTRACT
The line of constitutional argument, and orthodoxy, runs directly from representation to responsibility. The claim that British governments are anchored in a securely democratic basis of representation is conjoined with the claim that governments are continuously accountable, answerable, responsible (pick your word) to the elected representatives of the people for all their actions and inactions. If there is good reason to dispute the former claim, there is equal reason to take issue with the latter.
