ABSTRACT
The Territory Development Department (TDD) is involved in the planning, coordination, and implementation of new town development programs to house a predicted population of 3.6 million people in the New Territories (Territory Development Department, Hong Kong, 1989, 1993). Since the 1970s, nine new towns have been or are still being developed. At present, about 2.6 million people are already living in the developed areas.
