English philosopher John Stuart Mill* wrote On Liberty in 1859, nearly a century before fellow countryman Isaiah Berlin wrote his famous essay on liberty, which formed the basis of discussion in Chapter 9. “There is no equivalent in our [American] literature to John Stuart Mill’s On Liberty or the essay, ‘Two Concepts of Liberty,’ by Isaiah Berlin,” writes contemporary historian Eric Foner, reflecting on two of the most significant philosophy writings about liberty ever produced. 1
