ABSTRACT

This chapter addresses various procedures for dealing with environmental risk assessment without quantification. The Delphi technique was originally conceived as a way to obtain the opinion of experts without necessarily bringing them together face to face. In the typical version of this technique, experts are selected from various appropriate institutions. It could be applied to a variety ofÔfor example, business, technology, or environmentalÔproblems and issues. One prominent proposal regarding public participation in policy making in general and environmental policy making in particular is that of the science court. According to this proposal, the court members would be competent, impartial scientists from disciplines adjacent to the subject of a particular dispute—that is their discipline would not be involved in the dispute. The court members would hear testimony on the various sides of a problem or issue, and would report their findings on the scientific facts at issue.
