ABSTRACT

My assigned topic is the role of the physical planner, and I want to say at the outset that I think physical planners have gotten a bum rap in the past ten or fifteen years.

There is the story of the Miami builder who, when asked whether he had sustained a lot of damage from a certain hurricane, replied: "I'm O.K. My buildings stood up well, only the architecture blew off." It is understandable that, in the storms of the 1960's many were quite ready to write off physical planning in the same way.
