Nguyen Ngoc Anh, Nguyen Phuong Mai, Doan Quang Hung and Dao Ngoc Tien present us the case of Vietnamese universities in the NIS. Two major reforms of Higher Education Reform Agenda and the Science and Technology Strategy 2011–2020 initiated in the last decade are likely to infuse new dynamism in the innovation system.
