ABSTRACT
Australians spend millions of dollars each year on the construction of small dams for rural communities. This money is wasted because a large proportion of these dams fail. The solution to this problem rests in more thorough investigation and improved standards of design and construction. Unfortunately such proposals are often regarded with apprehension becausemany people consider that higher standardsmean increased costs (Lewis, 1995a).
