ABSTRACT

In looking at risk, the compelling aspects of risk management come when agencies are actually confronted with emergencies. When in crisis mode, the ability to respond in a timely and organized fashion is partly a function of the steps that have been taken to prepare for and, at times, prevent the worst effects of the event. There have been many calls for a more resilient public emergency response program and much has been learned, as this has turned into actual programs, from the steps that private sector agencies have taken in preparing for the worst. Also, cooperation provides a greater likelihood that resources will be available for a rapid and fully funded response.
