ABSTRACT

The Internet changes the way we need to think about the way states relate to each other, and to the world around them. For small states, the impact may be significant, depending on events and circumstances facing any state, and on the way each deals with the threats and opportunities it faces both on the Internet, and in the wider world. There are strategies open to small states to meet the new environment as best they can, but nonetheless small states face real challenges from the Internet and the data revolution, which are likely to lead to significant change in states’ role and relationships as this century unfolds.
