The KGB and its native ancillaries might have roamed only within the inner zones, but no form of American military power would have been tolerated anywhere within the imperial sphere. Along with numerous and very diversified ground air defenses and also air defense airpower, the Soviet Union's large superiority in high intensity ground warfare overcomes the potential of Western offensive tactical air power to yield a net superiority in land power. For strategic-nuclear power can only be effective where the interests are in place to make its use credible, according to the perceived propensity of the controlling rulers and elites to use nuclear weapons. Greatly eager to place orders for shiny new weapons, the Reagan Administration was not greatly eager to spend much more money for Operation and Maintenance (O&M) and Congress, too, was more willing to praise O&M than to bury it under money.
