ABSTRACT

To implement a complete planning system based on these methods would, for an education authority or a university or large college, take several years, quite a lot of manpower and the agreement of those holding the purse-strings. Quantitative aspect of the system can be applied at any level, by an individual as well as an authority, a school as well as a ministry. Although provision of pre-school education is a duty of LEAS, the extent and nature of the provision has been limited. The programme statement concerns itself largely therefore with new ways of looking at the budget and the management of further education institutions. As with recreational, social and cultural education, participation is essentially voluntary and there is difficulty in assessing appropriate levels of provision. The programme statement looks at youth service, community work and adult education.
