ABSTRACT
This chapter explores a number of aspects of the basic theory and evolution of spatial organisation and structure, and identifies the key factors that can be used to guide the establishment and operation of local and regional environmental policies. It focuses on a consideration of the major features and principles of partnership-building and on the creation of territorial partnerships that are aimed at managing the environmental elements of sustainable development at local or regional level. It looks forward to the future evolution of existing modes of partnership working and argues that, especially in member states of the European Union, the significance of the spatial dimension of environmental policy is likely to increase in importance. The style of territorial teamworking for the environment varies between urban and rural areas, and between large and small places. Typically, it is easier to establish and maintain a partnership mode of working in a small or medium-sized urban area.
