ABSTRACT

The Norwegian model claims to be a model for civil-military interaction across the board, rather than just a replacement for counterinsurgency (COIN) doctrine. The Norwegian White Paper on Humanitarian Policy represents recognition by the Norwegian government of the complexity of a multi-actor security dynamic, the complexity of the civilian environment, and the challenges faced by these actors in complex emergencies. The Norwegian military left Faryab province cleanly, without having to tie up loose ends with any short or medium term projects that may or may not have been successful, unlike what the British Provisional Reconstruction Team (PRT) was experiencing, it was claimed. The Norwegian model does not include any specific functions, procedures or processes that can facilitate its operationalization. Militaries are able to provide a temporary physical security, but a long-standing condition of security can only exist in an environment of trust through governance, and economic and social development.
