ABSTRACT

“Three factors to understand a harsh reality” describes and analyzes the conditions that characterize the Center-North urban region of Venezuela, focusing on the three core topics of the research: government, infrastructure and environment. Camava’s government has been characterized by a very few attempts of decentralization; however, its achievements have been oppressed by national governments that have suppressed its independence more and more, hindering the possibilities of local or regional authorities. On the other hand, the region presents an advantageous infrastructure, compared with the rest of the country, but that has been deteriorating with time, and it is currently supported by the works completed in the last century, representing an important menace for its functioning. Finally, the environment has been displaced to the last position in the long list of urgencies; it is not being seriously considered. At the same time, the region represents an important source of pollution whose consequences fairly exceed its blurry boundaries.
