The Economic Co-operation and Development report presents useful and comprehensive information. The report deals with the interaction between passive and active measures and a section on the role of employers is probably out of the scope of the report. The report states that the employment rates of disabled people in countries with anti-discrimination legislation are lower than in countries with quota systems. The report correctly states that disability benefit systems often function as early retirement programmes. The contribution by Ms Mabbett addresses the issues of definition of disability and rightly states that relevant definitions of disability would be different for different purposes. One of the most challenging points made in her presentation was to state that quota systems have a negative impact on the attitudinal barriers, as quota systems focus on disability and not on ability. Mikael Klein, from the Swedish national disability organisation HSO, challenged whether the labour market is prepared to welcome disabled people.
