ABSTRACT

There is a growing literature on transition, and this addresses a most important issue: how best should the transition to a sustainable economy be implemented, given the barriers that exist. Based on the findings of a World Bank-supported study, four areas were viewed as being crucial to transition: a balanced mix of policy instruments, the appropriate participation of the government (politics) and the participation by both industry and the public in the CE approach. There is a significant literature on policy, politics and participation. We examine previous transitions, exploring what these transitions tell us. Can such transitions be managed or are they emergent events? Does economic change act as a driver or is it an outcome of transition?
