ABSTRACT

Though the Department of Transportation publishes most regulations that focus on the transportation of hazardous materials, OSHA addresses the transportation of explosives and blasting agents in 29 CFR 1910.109. Any truck driver responsible for carrying explosives or blasting agents must follow general rules of safety, including: Do not smoke, Do not carry matches or any flame-producing device and Do not carry any firearm or loaded cartridge. These safeguards should be followed whenever the driver is in or near the vehicle. Rules for the safe handling, transportation, and storage of explosives apply equally to blasting agents. Safe handling, transportation, and storage methods required for other explosives and blasting agents are to be used in relation to water gels. The transportation of explosives and blasting agents is a critical issue, not only because of employee risks that are involved, but also due to the public exposure.
