ABSTRACT

An understanding of the US perspective may be helpful in defining realistic guidelines for future actions. Initially, however, consideration must be given to the military and technological balance between North Atlantic Treaty Organization (NATO) and the Warsaw Pact. Although government restrictions are one of the obstacles to increased arms collaboration, an equally difficult problem is the concern of industry about safeguards for its proprietary information and expertise. The government is worried about the military application of commercial technology, and the defense industries are concerned about the commercial spillover of their military technology. Industry needs to be assured that its technical data and manufacturing know-how will be adequately protected. Industry wants the establishment of clear guidelines by NATO governments and follow-through to ensure that the stated policies are integrated. Sales and royalties are important to industry because they help to finance research and development of future systems.
