ABSTRACT
The Central Labor Council (CLC) had shown its strength with the hospi-tal strikes, but Van Arsdale thought of a more festive way of showing that unions meant to play an important role in the city's power structure. His idea was to revive the Labor Day Parade, which had not been held for twenty years.
