ABSTRACT

This chapter presents the policy networks approach and provides that two sets of variables which will be used to compare the Polish and Dutch cases. One set concerns the role of the state, the other gives a list of criteria for evaluating policy-making in the cases. Using this starting-point it is easy to understand that research which attempts to recommend management of urban questions should start with the descriptive analysis of policy-making in the decision networks involved. The interdependence and how it develops influences the distribution of power resources and hence the powers balance in the figuration. These factors are of particular significance because they will, in the end, be reflected in the policy-making process and also in the final decision-making.
