ABSTRACT
All societies, bar the simplest ones, have some forms of planning by which a degree of forward looking in the management of space is pursued, often through mechanisms such as regulating the development and use of land, controlling property rights and providing urban services. This process of shaping and re-shaping places and spaces has a significant impact on cities’ economic, social and environmental fortunes.
