The social benefits of the economic growth that innovation provides are cantered on the generation of welfare, employment and the economic activity that makes the market healthy. But for regions with problems of social disintegration, Vertical Integrative Innovation initiatives provide extra advantages. One of the most important challenges in Latin America is building a social layer that supports the birth of innovative entrepreneurial initiatives and their following development as competitive enterprises. This social layer provides the human resources needed for the flourishing of innovation and small businesses. The most pressing challenges for Latin America and similar countries with weak economies or recent history of internal conflict. A ParqueSoft company developed the legal information system for Panama at a cost of US$1 million, granted by the European Union. ParqueSoft is a successful cluster experience.
