ABSTRACT

CRAM operates on a unitary-collective worldview that believes there is an objective, knowable "general interest," which planners are best equipped to detennine through data analysis. "Father knows best." Involving "the people" directly is a disorderly intrusion that muddies the water. Not so, say a diverse array of critics.
