ABSTRACT

A welfare state must provide for the training or education of persons suffering from blindness, deafness and other handicaps so as to enable them to lead useful lives in occupations for which they are suited; and they may need help in their daily existence. The major reason for the expansion of state interest in the arts is a belief that appreciation of culture is an essential part of welfare. There may be other reasons, such as the desire to demonstrate to the outside world the superior quality of the national culture, and the desire to attract tourists. Social security is an essential part of the welfare state. Social security is a complex idea. It includes a system of social insurance to ensure that those who suffer the financial hardship caused in most cases by unemployment, sickness, death, orphanage, widowhood, invalidity and so forth, shall be entitled to receive specified monetary benefits as a right when these vicissitudes occur.
