ABSTRACT
The title of this volume, The State and Social Welfare, acknowledges that the idea of welfare encompasses a variety of ends while leaving open the question as to how these ends are to be pursued. As Tom and Dorothy Wilson, among others, remind us, welfare is not the only concern of the state, and statutory social services are not — and need not be — the only providers of welfare (Chapter 1).
