ABSTRACT
The survival of wetlands depends on protection, but it may depend more on management. Agreeing that sustained productivity and wetland maintenance are desirable is one thing; actually achieving these goals is quite another. The ecological characteristics of wetlands pose particular problems, best illustrated at two different levels: the international and the national.
