ABSTRACT
We have surveyed shortly the administrative arrangements for the construction, lighting, maintenance and improvement of highways, and we may now enquire as to the manner in which they are cleansed. This scavenging function must be considered in conjunction with the two ancillary ones of refuse collection and disposal, which together constitute the public cleansing service. There are few branches of local government in which greater progress has been made in recent years, both from the point of view of technical development and administrative efficiency. No small part of the credit for this advance is due to the Ministry of Health, which has insisted on the importance of the subject and also assisted local authorities with advice and comparative statistics of costs, etc.
