ABSTRACT

This chapter focuses on how to regard the Second Assembly, one model being a system based on non-governmental organizations and community-based organizations that would create Coordinating Councils. A subject brought up was that the European Parliament is a model that reflects economic and military power and is very difficult to reform because of this. It was pointed out that that type of democratization is specifically European. The World Association for World Federation seem to want to accelerate the process by using existing models that they suggest would be acceptable to the governments. The emphasis of some other World Federalists is on having transnational as opposed to international representation. Some interesting ideas came up in response to Thomas Banyacya, the Hopi Indian speaker, who was the main person to raise the question of spiritual values in the formation of a Second Assembly.
