ABSTRACT

This chapter analyses divided into two parts: The Juridical Framework and Multilateral Programs to Support National Efforts. Widespread support for and adherence to international juridical system is evidenced by the 135 states that are Party to the Single Convention and by the 107 states which have ratified the Convention on Psychotropic Substances. The multilateral juridical framework is in place for establishing the parameters of legal production, shipment and use of narcotic drugs at each step of the transnational drug chain. The lists may be increased, reduced or amended by the Commission on the Narcotic Drugs on the recommendation of the World Health Organization. In spite of the three United Nations (UN) Conventions and international machinery which they have set in place illicit drug trafficking and drug abuse have raged unabated—increasing in absolute and qualitative terms over the past thirty years. The UN International Narcotics Control Program actively promotes the development of comprehensive anti-drug programs at the world-wide, regional and national levels.
