ABSTRACT

Guangdong and Fujian have always accorded priority to attracting overseas Chinese originating from the respective provinces to participate in their hometowns’ economic construction. In the economic reform era since 1978, overseas Chinese work has integrated with economic work, and has been treated as a focal point in the work of the two provincial governments. In the 1980s, the ORFOCA of the two provinces concentrated on the implementation of the new overseas Chinese policy, including the reversal of verdicts concerning unjust cases involving returned overseas Chinese and family members of overseas Chinese. In the 1990s, the focus shifted to the attraction of overseas Chinese investments in the economic construction of their hometowns. To achieve this goal, the ORFOCA in the two provinces conducted considerable research in developing contacts with the overseas Chinese communities.
