ABSTRACT

A key component of successful change initiatives is an on-going evaluation process. Various evaluation methods, both quantitative and quasi-experimental, are available to insure rigorous assessment at each stage of the initiative. The adversary hearing or judicial evaluation model is one evaluation approach that has been in assessing the success of educational change. It has also been used in the evaluation of a performance appraisal system in the US military. The benefits of the adversary hearing are numerous with only a few limitations, which lead to general recommendations for its use.
