ABSTRACT

School system reform is change at the school district level. Reform of school districts can be organized by three areas: governance, technical operations, and cultural adaptive. District reform, like other education reform generally, can come from the adoption and implementation of various public policies, court rulings or administrative regulations (Fowler 2013), as well as more localized grass roots initiatives (Abowitz 2013). Current reform is primarily focused on ways to improve student outcomes, with student achievement occupying the prominent issue in reform discourse (Dee and Jacob 2011).
